This is a classic example of "what looks good on a map is not always the case". The road used to travel from CA-1 southeast through the hills and come out near Coleman Valley Road.  

Because of loitering teens and unlawful campfires, the county decided to put up road barriers to close off the road to through traffic.

If you take Willow Creek Road from the side of Occidental you will travel four miles down a narrow road until coming face to face with a road barrier. 

If you are coming from Bridge Haven via CA-1, Willow Creek Road is paved for the first mile.  Very quickly, the road becomes a rough dirt road, filled with potholes and rocks.
